Tokyo, 1934. The boss of the clan that controls gambling agonizes and some of his followers propose to Nakai to take his place, but he refuses the offer and suggests they choose Matsuda, who is in prison.

Oichi, the blind bounty hunter, frees a woman from unjust prison and is now hunted by order of the local magistrate. She is concerned with the poor fishermen, who are oppressed and robbed by a gang in collusion with the authorities.

Koshizu (Fuji), a young geisha, tries to kill herself but is saved by cook Yukichi (Sugahara). Rival geisha Adakichi (Yumi), greedy trader Yasukawa (Abe) and wealthy businessman Asai (Soganoya) add up to dramatic turns.

Sayoko is desperate to have a child, but her boyfriend Shinsaku is horrified. One day, a six-year-old boy is left outside the door claiming Shinsaku to be its father.
