A group of tenants living in an old house are confronted with having to move out due to a renovation project the city has undertaken, but decide to unite and come up with a strategy.

Rodrigo and his friends are bored teenagers living in Medellin. Rodrigo wants to start a punk band. The youths mainly loaf around the hillside shanty towns and, for kicks, steal a bike or car, or shoot someone.

After authorities won't help, a musician hunts for thieves who robbed him by creating #Rats. Others join in, using social media to track down their own criminals and take justice into their own hands.
